In the office of Register of Deeds, public records are indexed and recorded. Customer service and security of all documentation will be our primary focus, we would be proud to provide professional service and answers to your questions as may be presented, regarding this office. The Register of Deeds exists primarily to enable the owner of an interest in a property to give public notice of that ownership.

The General Statutes of North Carolina govern operations of all one hundred counties throughout the State. This office is responsible for the indexing, recording, maintenance, integrity, and safekeeping of all public records for which it is legally entrusted. The office is committed to the proper enforcement of the laws of the state.
​
The Office of Register of Deeds is the gateway for the citizens of Wayne County; supporting services such as Recordings of Deeds and Transfer of Deeds processes. We will index and record DD 214’s, birth, (free to Retired Veterans) death and marriage certificates. Notaries, Assumed Names, UCC’s, property Rights of Ways, along with multiple other needed services in the County.

Citizens may record various documentation for safe-keeping in the Office of Register of Deeds.

Much of the history of Wayne County can also be found. Genealogy is stored; adoption information can be obtained. Commissioner’s reports, meeting minutes and other documentation are also housed in this office.

The World has shifted and technology is a common denominator. Wayne County is a very transit area, with military members experiencing marriages, birth, death, and several other recorded events. They should have the ease of obtaining copies of records from the Wayne County Register of Deeds from other locations and States.

Constance feels that our Office of Register of Deeds, should look and feel like the modern world, in which we currently live in today.
She believes her experience and knowledge of procedures in the office, with proper training of her staff using updated technology, and methods to connect the various departments such as the Tax Department, and Clerk of Courts can assist with the needed change.

Wayne County’s population has increased substantially in the past several years. With that growth, there is a very diverse population, and Constance believes the Office of ROD, should represent the diversity that has shifted in this County.

About Constance
Constance Bryant Coram was born in Goldsboro (Wayne County) and spent her most primitive years of development here in Goldsboro. Constance’s family relocated to the State of New York and Ohio. Constance returned back to Wayne County with a substantial amount of experience.

She had the pleasure of working for the New York State Attorney General’s Office; the City of Buffalo and local attorneys' offices, in New York and North Carolina. The Commercial Loans and Trades for Key Bank, in New York and Ohio, respectively: as well, the Cleveland Bar Association. Constance feels her experience in the Wayne County Office of Register of Deeds has given her the qualifications for the position.
The qualifications she gained from her experiences and her overwhelming desire to serve others, make her a great candidate for this office. She has proven to be committed, dedicated to her causes, and has demonstrated her determination to go beyond the call of duty to get the job done. She strives daily to follow the Golden Rule.

She feels that as we embark on a new decade, we desire and need a new set of eyes and innovative ideas to take the Wayne County Office of Register of Deeds to the next level.

Constance has been a political activist, willing to fight for change and the rights of all citizens. She has been an advocate for environmental awareness and against corporations takeovers. She dedicates herself to ensuring that the needs of the people are addressed; this is her primary focus along with following the laws governed by the NC Assembly. Constance is well known in North Carolina for her participation in various activities and civil organizations:
